If a loss tangent is 2.81.... then the material is Good conductor or Low loss dielectrical ?
dielectric total σ = σDC + tan(δ) * ω * ε0 * εr
A conductor has no loss angle so it must be a dielectric, but at tan loss = 2.81, sound like a very poor one to me.

None of the two.
Are you sure that there is not a missing multiplier (e.g. 2.81 x 10^-3)?

Yes its 2.81 only. Nothing is missing.
Actually it was a problem in a exam and as the loss tangent was greater than 1, I solved it using Good Conductor's formulas of Attenuation constant and Propogation Constant
