Receiver Characterization

During characterization of threshold as well as S/N at the output of demodulator of receiver we came across two terms:

1.Carrier Off noise !

2. Modulation off noise !,

What is the basic difference in physical significance of these two terms? And hw they are useful in characterization of the receiver.

Plz let me help to distinguish the two!
