What is the indication of the 'ka' factor of an antenna.

Can anyone explain what is the indication of the ka factor of an antenna. I usually read sentences in literature 'For antenna ka>> 1.......'

So I am wondering what is the indication of the 'ka' factor of an antenna.

Looks to me that is a factor used to define if an antenna can be considered electrically small or not, Ka<1 makes an antenna electrically small..! The second page of the following link gives simple explanation of both parameters,

and the tenth chapter of Balanis Modern antenna Handbook gives few relations for ka factor to antenna performance parameters..!
