I need 5V output from a NOT gate IC (so. -5V should be the input). How should i give this -5V to the input of NOT gate.

What logic family are you using? Most assume 0V input will give +5V output and for the other logic state +5V input will give 0V out.

I actually have -5V and 5V at the input and at the output, i need 5V and -5V respectively.
But i don't know how to give negative voltage to the gate.
I am also thinking of using an OP-AMP for the purpose.
In that case I agree, an op-amp would be the best solution. What you need is a unity gain inverter rather than a NOT gate.
