Refractive index of graphite

Can anyone guide me what is refractive index of graphite at microwave frequencies specially from 1 - 15 GHz. Thanks

I might be wrong but I though that refractive index was an optical parameter. Electrical parameters include :- resistivity, relative permeativity, relative permeability, velocity factor.
