60GHz power amplifier design flow
I have heard that TSMC's models are pretty accurate even at 60 GHz. So, the most difficult part of the mm-wave design which is models' accuracy is not a problem for you. Since you don't have ADS PDK, you can only use Cadence. Use Cadence for your active parts and make sure to simulate every interconnect or other important passive structures like couplers, transformers with ADS Momentum.
Be very careful when you are creating the substrate model in Momentum, since you have to extract some data you need from TSMC's documents.

You mean extract data from ADS passive structure simulation then used these data file in Cadence ?
What kind of data I should extract(s parameter? or ....) ?How to extract this kind of data ?

Simulate your passive structures in Momentum and then use the resultant S-parameter in Cadence.
If your PA is strongly nonlinear (which I doubt for a 60GHz PA), it's better to extract the lumped model of your passive circuits in the 60 GHz band from simulated S-parameters of Momentum and then use these models in Cadence. But I think for the power levels at 60 GHz, using only S parameters will be fine.
