issue on substrate definition!!!

Hi to All,

How i can define my substrate in Momentum ADS2009.
I would like to design a CMOS spiral inductor, but i'm new in design with Momentum ADS2009, i don't understand how i can define my substrate!

Can every one help me please.
i want to define this substrate with this technological parameters:
- e0=8.85e-12
- er=1.0
- sigma=1/2.65e-8 (Ohm.m)
- Tox=600um
- Csub=4.0e-6 (F/m2)
- Gsub=2.43e+5 (S/m2).

Can you help me please to define this substrate using Momentum(ADS2009).

you can find in attach, the step for defining the substrate but i'm not understand the way for create the technological parameters!
