There is a big difference between the Singularity Expansion Method (SEM) and the singular integrals arising in MoM. SEM is a general technique for representing a function in terms of its complex poles and has nothing to with MoM singular integrals.
For the latter, one of the important seminal papers is Wilton, et. al. "Potential integrals for uniform and linear source distributions on polygonal and polyhedral domains," IEEE Trans. AP, AP-32, March 1984. There are many more recent papers, but none are as useful as this.

thanks a lot to both of you-mamali and wiley. i just got this paper. just what i was looking for. i hope this will help me solve the problem of SIE using MOM for arbitrary shaped scatterer.
