research and design facility for M2M

hi im a newbie here...hello!

id like to know what equipment should we purchase as basics for a productive R&D facility to handle Machine-to-Machine GSM applications. The basic osciliscopes and testers...are common...if you could provide me more detailed things that to you is essential. brands would be a big help but im more on the cost since we are in the third world country.
