I need to know if there has been a full wave analysis of a two-wire transmission line with an infinite dielectrice layer between the wires.

This is just the same as the two wire line in air. The impedance and velocity scale with the square root of dielectric constant.

need to clarify the meaning of "infinite dielectric layer" in the top post. is it infinite in all 3 dimensions or just a dielectric slab (infinite only in two dimensions).

In any case, you can find "full-wave" numerical results from most of the commercial field solvers.
