capasitor matching

I have to design a MTL coil structure.There are 16 MTL in the coil symmetrically distributed around a cylinder.One of them is port one. nad 90 degree far one is second port. This coil must ooperate in 170 MHz. I have not be given the value of capasitance which provides matching. when I change my value the operating frequency also changes. when I look at S 11 parameters in magnitude I want to see a value near zero at nearer 170 MHz.but now I see this value at 410 MHz. How can I make this.
