Dipole-like radiation from modified monopole antenna - MWS

These authors suggest a simple modified monopole structure (pdf document is included in the attachment). They claim that the radiation pattern of the modified monopole is similar to a dipole antenna. I have included the MWS project file in the attachment. Somehow, I can not obtain the results (even close) presented in the article. I would be gratefull if an antenna expert among us checks the project file to see if something is set up wrong.
