depleting charge from a capacitive storage element, the undervoltage (VBAT_UV) threshold must be set using
external resistors.

是不是芯片内部有电池过放保护电路？

不需要的，内部有电池欠压保护。另外跟电池相比，超级电容的过充、过放都不会对其寿命产生负面影响，所以不需要单独保护电路。
