When DP83640 is connected whit the SFP, whether or not need the pull-ups or pull-downs resistance?

For pull up and pull down resistance depend on chip internal design. form the SFP suggest circuit, SFP integrated AC cap and DC recover circuit.  

DP83640 exteranl need pull up and down resistance network.
