blockage for scan chain cells

is it possible to create a Blockage which is specific to Scan-ChAIn related FF. Means no FF in that region should part of Scan chain logic.

Can we just put those design in a module or file and synthesis those design by using general FF cells?
When we run the whole chip synthesis, just use "don't touch" command to block any change to these designs.
