Can we dynaMIC modify the Modem SBP value at AP side according the sample code in section 8.1.1.3.1.1?

Yes. The native layer interface support to change the modem SBP id dynamically. If the code could match the conditions below:
1.The configuration of mtk_MD_SBP_CUSTOM_VALUE should be set as 0;
2.Reboot device after change the SBP value.
