关于PS attach过程中的Authentication and Ciphering

如题。
大家好，有个问题希望得到解答一下，网上大致查了一下，也没有得到太明确的答案。

大家知道在PS attach过程中，在鉴权过程中，message是Authentication and Ciphering Request，比location update多了ciphering过程。但本人知道在接下来的安全控制过程中，有加密这个过程，那这边的ciphering具体又是什么用途呢？

加密防窃听知道，但在security command procedure中也有加密的嘛，那鉴权过程中这个加密有什么区别呢？
