到底是什么原因造成这个（消息与控制状态不兼容，消息类型不存在或不能实现)？？？
手机或网络收到对方信令或发送信令后会进入相应的呼叫状态( call control state)，如果手机或网络所收到的信令消息与其所处的状态不相符的话，就会发送这个原因值的STATUS消息，之后就得拆线了。向下面这种，流程明显已经不对了，呵呵。
