根据3GPP协议规定location update的类型有三种：
0 0 Normal location updating
0 1 Periodic updating
1 0 IMSI attach
1 1 Reserved
其目的：
The normal location updating procedure is used to update the registration of the actual Location Area of a mobile station in the network.
例如第一次开机注册，越区
Periodic updating may be used to notify periodically the availability of the mobile station to the network. Periodic updating is performed by using the location updating procedure.//周期性更新的目的是告诉网络当前终端可用。
The IMSI attach procedure is the complement of the IMSI detach procedure (see subclause 4.3.4). It is used to indicate the IMSI as active in the network.
//IMSI ATTACH是为了告知网络IMSI当前还在激活。
