&就是and的意思。楼上回答的很好。不过现在直接叫OMC了。很少用 O&M了。

O&M 数据 could be the data from OMU board (O&M Unit) which is also BAM (Backend Administration Module) in HW RNC. This is more of software that do the management tasks for nodeb and other boards.
