是不是TD-LTE切换过程中的目标小区跟A3测量报告里的小区不一致导致切换失败

切换失败的原因有以下几种
1、数据问题，出现同BCCH同BSIC邻区，CGI不一致等；
2、切换参数不合理；
3、频率计划缺陷；
4、硬件故障，包括单板故障、硬件连线故换

for this event-A3 based handover, the target cell RSRP 69dBm is even higher than what was reported in measurement report, 70dBm, which means target cell RSRP still meets A3 entering condition, not an issue here.

Check if

1. RACH process on target cell was successful? if failed, which step?
2. MIB/SIB reading went through?
3. did security key updating come with handover process?
4. .......

正常情况下不会出现，测量报告上报的小区是70，而切换至小区69的情况。出现这种情况是不是因为测量报告上报质量问题呀。
