冗余版本(RV)的发送顺序是“0 2 3 1”还是“0 1 2 3”

除了系统消息，下行RV由基站决定；上行RV为0231。
系统消息的RV有计算公式，可以查321。

肯定是0 2 3 1那里讲的还不知道！为什么这样发也不知道，大牛过来回答一下
