Trying to run spectre but license is giving problems

I have configured my license for CADENCE IC615 file which contains multiple features. The license is checking out the features through cdslmd for all the editors(schematic and layout) successfully but gives error and keeps on waiting for the license when i run any simulation. The problem is with license for spectre simulator. and the error is something like this
Fatal error found by spectre.
FATAL (SPECTRE-209): No license available to run Virtuoso(R) Spectre.
Please check your license server or use the license queuing
feature(e.g. spectre +lqt 0).
When i look in the license file and search for features with name spectre in it i get the following features such as Virtuoso_Spectre,
Virtuoso_Spectre_Rf,
Virtuoso_Spectre_XL,
Virtuoso_Spectre_GXL,
Composer_Spectre_Sim_Solution
SpectreBasic,
SPECTREBASIC
Spectre_BTAHVMOS_Models

Spectre_Burst_AllegroSI
Spectre_Burst_AllegroSI
SpectreHDL
Spectre_NorTel_Models
Spectre_Parallel_Analysis

Spectre_Siemens_Models

The presence of such features make me think that spectre is there in the license. But the problem still persists. Can anyone point out towards what could be the cause of this error, i am running IC615 with mmsim 13.1 have tried versions 7 to 12 in the hope that the error may be version dependent but it wasnt ?... so anybody who could chalk the problem out?

Have you check if the license server is running at all?
