how does the CDR filter out the noise?

Could someone help to explain how does CDR filter out the noise so that it can sample the received data properly? Let's take 1 UI = 400ps as example and setup/hold timing requirement of the sampling flop is about 200ps and received eye along lossy channel is just about 160ps. The noise in received eye can be random jitter, deterministic jitter (including duty cycle distortion, inter-symbol interference, periodic jitter) and spread spectrum clocking.
