修改 DEFAULT_DESIRED_SLAVE_LATENCY 值

请教一下，我把DEFAULT_DESIRED_SLAVE_LATENCY    的值修改为5：

但是通过抓包器发现没有效果，DEFAULT_ENABLE_UPDATE_REQUEST 的值TRUE和FALSE 都试过，都不行，不知道哪儿还有问题？
