There is a problem with the Vision 7.0 Run-Time Engine installer. A folder called PlugInControls does not get properly placed into the LabVIEW 7.1 Run-Time Engine directory. To fix this issue, go through the following steps.
Run the Vision 7.0.1 Run Time Engine Patch for the Deployment Engine. This step modifies the Vision 7.0 Run Time Engine installer
(vision70rte.exe) to the 7.0.1 version. This step may not be necessary, but if its possible I would recommend doing it.
Run the Vision 7.0 Run-Time Engine Installer (vision70rte.exe). Verify that it is the 7.0.1 version in Add/Remove Programs.
Copy the folder < National Instruments>\Shared\LabVIEW Run-Time\7.0\PlugInControls to the < National Instruments>\Shared\LabVIEW Run-Time\7.1 directory. This is the critical step that should eliminate the error.

多谢，我用的vision版本是7.1的，大概不是这个原因
不过由此知道了还需要Vision Run-Time Engine这东西，几个可能有用的链接备查

可是就是这个Vision Run-Time Engine没地方找，看介绍是Vision Deployment Engine的一部分，但可以自由分发，应该是不需要license的，但是NI竟然不提供下载，郁闷
