How to generate license for Synopsys synenc encryption

Synopsys RTL encryption shell command (synenc) is not working with license generated from (EFA LicGen 0.4b+Synopsys SSS KeyGen). Not working synthesis tool version is from F-2011.09. Please help me how to generate license. Thanks in advance.

you have to use SCL_v11.9 ,insteraller 3.2 , to install your software and start the license deamon
