integrate StarRC with virtuoso

all steps:
1/Sure that synopsys StarRC is installed in your UNIX system
2/load skill code in CIW when virtuoso invoke
loadContext(“rcskill.cxt”)
3/Initialize the context rcskill in the Virtuoso Command Interpreter Window
callInitProc(“rcskill”)
you can add step 2,3 to your .cdsinit file to be run automatically during virtuoso startup
