why psynopt did not improve/fix hold time violation

after route_zrt_auto -max_detAIl_route_iterations10then route_opt -skip_initial_route
report_qor was still reporting 4 paths have hold violations
so I used psynopt -only_hold_time
try to optimaze and fix the hold time violations
but the report_qor still report the same thing, no improvement
Please help.

why not try 'fix_eco_timing' in primetime?
