LisaTek 2005 is out of date. The new versions of this software are Processor Designer 2007, 2009, or 2010. The size of the decrypted folder "cosy" after decrypting the x.pgp or x.gpg file is about 36MB. If the compiler is licensed in your license file, the cosy compiler can function immediately after decrypting the x.pgp or x.gpg file. There seems few difference between different versions of cosy in different versions of Processor Designer, because cosy compiler is provided by ACE while Processor Deisgner is developped by CoWare.
