How to set tie high for ICC spare cell insertion？

I use following command to do spare cell insertion in ICC.
insert_spare_cells -num_cells$ICC_SPARE_NUM_CELLS-cell_name ICC_SPARE_CELL -tie-hier_cell U_ICC_SPARE -skip_legal
==> all the input pins will be tie to low.
Have other method to set tie high for spare cells?
