We need an engineer to explain and write an application to expose the Qualcomm Snapdragon QSD8250/QSD8650/ TI OMAP TCS4105 UMTS chipset and (maybe but unlikely) the Apple A4 chipset commands. This includes any undocumented layers for access to the Android, Symbian and/or Apple Radio Interface Layer (RIL). This is as a proof of concept to expose low level voice and data latency, lost packets, bit error rates, reason for (voice) call drop out and network quality.

We are trying to determine precisely what is available at the low level layer to create an application without putting the phone into a diagnostic mode that stops normal usage. If this is limited or not available then we want to know what could be made available from the modem chipset with appropriate OS changes to expose more. We already this functionality can be achieved via the SIM card with secret carrier keys, but we need it at the phone level as a general application.
